Terms of Reference


Save the Children is the world's leading independent organization for children. We work in around 120 countries to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives.

Save the Children in Kosova/o (SCiK) works on direct interventions and the establishment of good practices, capacity building of civil society and local duty bearers to respond to the needs of children. We also advocate for legislation and policies that will incorporate inclusive practices and have appropriate financial mechanisms to support systemic responses and therefore achieve long lasting positive changes for all children.

SCiK in the field of education, focuses on early childhood care and development and basic education. Up to date SCiK made big efforts to improve various aspects of the Kosovar education system, primarily the quality of inclusive practices in pre-schools, pre-primary and primary institutions, and is a strong advocate for the promotion of inclusive education (IE) in a broader and more comprehensive scope. SCiK works with central and municipal authorities in promoting the integration of services provided by different departments (education, health, social welfare) and in stimulating parents and communities’ active participation to ensure local ownership and sustainability.

The project “Action for Inclusive Education 2018-2020”, funded by Ferrari through Save the Children Italy, is a three-year project that aims to support our country strategy and programmatic work on inclusive education (IE).


General information on the project

SCiK in its efforts to promote the right to education for children with disabilities and vulnerable groups and to improve inclusion and quality of education provided in preschool, pre-primary and primary education in project-targeted municipalities, is currently implementing the  ’Action for Inclusive Education’, which is a three-year project financed by Ferrari Foundation through Save the Children Italy. This project will roll out the implementation of best practices in inclusive education through a school cluster approach, and will increase the capacities of municipal support systems to deliver qualitative inclusive education in 7 municipalities.

This project aims to improve and promote the right to education for children with disabilities and vulnerable groups, by increasing access and quality of inclusive education through capacity building of teaching and other support staff, and awareness raising interventions. The project is implemented in thirty-five (35) primary schools in seven (7) municipalities in Kosovo (Prishtina, Peja, Prizren, Gjakova, Gjilan, Ferizaj, and Mitrovica south).

A key component of the award is Advocacy, where we aim to strengthen advocacy efforts and coordination in partnership with CSO, to scale up program impact and raise awareness at both national and local level, and community in general, for all children with disabilities to enjoy their basic right to education and child protection. The aim is to build partnerships with CSOs/DPOs and deliver interventions and learning that respond to the barriers faced by CWD in realizing their right to IE. 


Objective of the assignment

The objective of the workshops is to enhance the capacities of CSOs/DPOs to establish a common vision for achivement in IE and to develop an integrated advocacy strategy and action plan with the participation of children as well.  A threefold advocacy and campaing approach will also be introduced, aiming to target different audiences each year (communty –children/parents, service providers - teachers and policy makers. 


Tasks, responsibilities and timeframe

The assignment should be delivered during the period between 20th of October 2018 until 30th of November 2018, as specified in the schedule below:

Timeframes are negotiable only if both parties agree.


SCiK will remunerate the Service Provider on a daily gross fee, from which the income tax of 5 % will be withheld and paid according to the Kosovo Law. The Service Provider is entitled to perform up to 8 (eight) working days.

SCiK will make the payment through bank transfer in Service Provider’s bank account within seven (7) working days upon receiving the Service Provider’s assignment reports after each service provided and upon receiving Service Provider’s satisfactory invoice.


Expected Outputs

The expected output from the Service Provider:

·         Identify appropriate literature and background documents based on needs identified and provided by SCiK,

·         Design the structure and develop content for the workshop and submit to SCiK for review and approval, minimum ten (10) days prior to the workshop;

·         Lead and facilitate a three (3) day workshop aiming to increase the capacities of CSOs and children in advocacy and threefold campaign approach, including development of an advocacy strategy and action plan – per each CSO;

·         Encourage CSOs and children to take an active part in planning, developing of action plan to reflect advocacy and promotion of rights of children with disabilities to enjoy basic rights to education and child protection.

·         Provide during workshop relevant data or source of relevant data regarding best practices of integrated advocacy on IE;

·         Stimulate discussion on relevant issues with appropriate participants present at the workshops; (The workshop should include power point presentation and also engage the participants through various group work)

·         Provide technical expertise and support in finalizing the Partners advocacy plans


Service Providers Profile

The Service Providers Profile should have the following essential skills and knowledge:

·         University degree (Masters’ degree preferred) in education, human rights, psychology, social work or any related field in the social sciences;

·         Documented theoretical and practical expertise in advocacy and campaigning, including development and facilitation of advocacy strategies and threefold campaign approach (focus on delivery of inclusive education and other services for children with disabilities);

·         Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions;

·         The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge and skills;

·         Creative, open and acceptance for suggestions;

·         Respect for timeframes.


Save the Children’s Contacts and Responsibilities:

Save the Children in Kosovo will cover the airfare cost, accommodation and meals during the stay in Kosovo.
