Terms of Reference

 Company / individual(s) for facilitating, note taking and reporting during the midterm review workshop for the “Local Civil Society Organization Strengthening 2017-2021” and “Regional Civil Society Organization Strengthening 2017-2021” projects.

 

1.     BACKGROUND  

 Save the Children is the world's leading independent organization for children. We work in around 120 countries to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives.

 Save the Children in Kosova/o works on direct interventions and the establishment of good practices, capacity building of civil society and local duty bearers to respond to the needs of children. We also advocate for legislation and policies that will incorporate inclusive practices and have appropriate financial mechanisms to support systemic responses and therefore achieve long lasting positive changes for all children.

 The projects “Local Civil Society Organization Strengthening 2017-2021” and “Regional Civil Society Organization Strengthening 2017-2021”, funded by the Swedish International Development Cooperation Agency (SIDA), aim to strengthen local and regional civil society organizations and ensure children's protection through establishing responsive Child Protection (CP) systems and through supporting Child Rights Governance (CRG) systems and mechanisms.

 

2.     PURPOSE OF THE ASSIGNMENT

 Save the Children in Kosova/o is organizing a midterm review workshop with local and regional partner civil society organizations to assess the projects’ progress towards program outcomes, take stock of key learnings, and identify feasible adjustments needed to improve the project’s quality and likelihood of reaching the outcomes in the final two years of implementation. The midterm review workshop’s beneficiaries will be representatives from the above mentioned local and regional partner civil society organizations, approximating 15 participants. The actual midterm review workshop will take place on September 17 and 18 (for the duration of 1.5 days). The workshop will be discussion-based.  For this, Save the Children in Kosova/o seeks a company / individual(s) to facilitate, take-notes and report during the midterm review workshop. Facilitation, note-taking and reporting must be conducted in English.

 

3.     OBJECTIVE OF THE ASSIGNMENT

 Save the Children in Kosovo/a is seeking the services of a company / individual(s) to provide the following:

 1.     Two facilitators: The facilitators will design the structure and agenda of the workshop according to key questions (see section 4. Key Questions); facilitate the midterm review workshop according to the below mentioned key questions; and write a report summarizing the midterm review workshop findings according to the note-takers’ notes. 2.     Two note takers: The note-takers will take notes during the midterm review workshop; and compile and submit those notes afterwards to Save the Children in Kosovo/a. For a breakdown on working days, see section 5. Timeline.


 

4.     KEY QUESTIONS

 As mentioned above, the midterm workshop will be a discussions-based workshop, where local and regional partner civil society organizations are invited to share their progress, learnings and concerns encountered during the first half of the projects’ implementation.

 The below guiding questions will help the company / individual(s) to design the structure and agenda of the workshop, and facilitate the workshop discussions in reviewing progress and evidence toward outcomes, identifying best approaches and practices, issues/challenges, specific contributions, and key changes needed. The final report will be compiled based on the responses received during the midterm review.

 ´  What was the overall progress toward program outcomes? (Intended / unintended / absence off)

 ´  What are the key lessons learned and recommendations?

 ´  What are the opportunities, challenges and/or limitations? Internal vs. external? How do we intend to work on these?

´  What is the added value by Save the Children in supporting the programmatic areas?

 Additional questions, and other relevant project material, will be shared with the successful applicant(s) upon signing the contract.

 

5.     TIMELINE

 The midterm review workshop will be facilitated on September 17 (full day) and September 18, 2019 (half day) in Skopje, North Republic of Macedonia. Preparation for the workshop will be done before, and report writing will be done afterwards.

 Note takers must share the finalized notes with Save the Children in Kosovo/a no later than three (3) working days after the workshop. Facilitators must finalize and submit the final report with Save the Children in Kosovo/a no later than five (5) working days after receiving the finalized notes.

6.     EXPECTED OUTPUTS

 The assignment’s expected outputs are outlined below:

 1.     One and a half-day midterm review workshop with partner civil society organizations

The midterm review workshop must be facilitated according to guidelines shared by Save the Children in Kosovo/a and be interactive and discussion-based. Any slides, agenda, or other supporting documents used during the workshop, must be shared and approved by Save the Children in Kosovo/a beforehand. 

2.     One set of edited and finalized notes per engaged note-taker

Each note-taker must take notes during the entire midterm review workshop and capture all inputs shared by participants. Afterwards, each note-taker must edit and finalize their set of notes to ensure for legibility and comprehensiveness. Notes must be organized according to the workshop’s agenda topics. One set of finalized notes per note-taker must be shared with Save the Children in Kosovo/a three (3) working days after the midterm review workshop. 

3.     One final report summarizing the midterm review workshop’s findings

The facilitators must review the note-takers’ finalized notes and compile a report summarizing the main findings according to the workshop’s agenda topics. Findings must relate to the midterm review workshop’s guiding questions. The report template will be shared with the applicants. The final report must be shared with Save the Children in Kosovo/a five (5) working days after receiving the finalized notes and pending approval.

 

7.     BUDGET

 Interested companies / individuals must submit a detailed budget, outlining proposed costs for this assignment in Euro (gross amount). Companies must submit their offer without VAT. The proposed budget must cover the entire cost of this assignment (including transportation). Lunch and refreshments during the workshop will be covered by Save the Children in Kosovo/a.

 

8.     QUALIFICATIONS OF THE CONSULTANT / COMPANY

 Applicants interested in carrying out this duty must possess the following qualifications:

 ¾      Thorough understanding and experience of conducting midterm reviews / evaluations of similar projects

¾      The proposed facilitator / facilitation team members should have a Master’s degree in one of the following fields: communications, social sciences, public administration, non-governmental studies, managerial studies; human rights, economics and policy studies, development studies and interdisciplinary studies (PhD preferred)

¾      Strong and documented facilitation skills and previous experience facilitating interactive and discussion-based workshops to generate learning for evaluations

¾      Ability to produce well-written reports, in reader-friendly format, demonstrating excellent analytical and communication skills in English language

¾      Excellent command of English and Albanian (written / spoken). Serbian would be an asset;

¾      Ability to produce concise and well-written reports, in reader-friendly format, demonstrating excellent analytical skills.

 

9.     SAVE THE CHILDREN CHILD SAFEGUARDING POLICY

 As a condition to entering into a consultancy agreement, the company / individual(s) must sign the Save the Children International Child Safeguarding Policy and abide by the terms and conditions thereof.
