General information on the project

Save the Children Kosova/o (SCiK), as part of its “Extending Integrated Community Based ECCD in Kosovo” project, is aiming to engage one external consultant / researcher to conduct an impact evaluation of Save the Children’s community-based early childhood care and development. The specific objective of this project is to improve access and quality in ECCD services that foster holistic development of children aged 0-6. In line with this objective the project aims to promote better care and education practices for children attending preschools and community-based ECCD centres by increasing educators’ professional capacities in certain core areas, and thus improve the quality of education provided in preschools and ECCD Community Based Centres in targeted municipalities.

Objective

  • WHY is the evaluation conducted?
  • This study is being conducted to evaluate the impact of Save the Children’s community-based early childhood care and development (ECCD).
  • WHAT is being evaluated?
  • The model of Save the Children’s approach towards ECCD.
  • WHO is the primary audience?
  • The primary audience are education stakeholders and decision-makers who can scale up this model to offer
  • HOW will the results of the evaluation be used? 
  • Findings ought to be utilized to advocate with local and national institutions on the importance of investing in early childhood education, by also scaling up and replicating the model as an alternative form to offering ECCD services for children that have no access to such services. 

Services the Supplier will provide

  • Final impact evaluation report. The final impact evaluation report must include all sections outlined in Save the Children’s Evaluation Report Template and abide by Save the Children’s Evaluation Guidelines. The evaluation is considered final once any and all comments by Save the Children are addressed by the applicant.
  • Presentation to Stakeholders. Hold a presentation to local and national institutions on the impact evaluation findings.

Experience and skill set required

The consultant should have the following essential skills and knowledge:

  • University degree (Masters’ degree preferred, PhD is an advantage) in evaluation, research, education, human rights, psychology, social work or any related field in the social sciences;
  • Previous experience in conducting high-quality evaluations; preference will be given to applicants with experience in the field of early childhood care and development, and delivering education development programs
  • Excellent command of English and Albanian (written / spoken). Serbian would be an asset;
  • Ability to produce concise and well-written reports, in reader-friendly format, demonstrating excellent analytical skills;
  • Excellent communication and presentation skills to audiences with varying technical knowledge and skills;
  • Creative, open and acceptance for suggestions;
  • Respect for timeframes

SCIK expects the following deliverables and timeline:

Timeline

The assignment should be delivered during the period 7 April – 4 May 2022. The final draft of the evaluation should be delivered no later than three (3) days after feedback with final comments from Save the Children Kosova/o has been received. The assignment is considered final once any and all comments by Save the Children are addressed by the applicant. The presentation day will be agreed upon entering into the agreement, and may be even after 4 May 2022, however, the applicants should feel free to propose the date for the presentation in their proposed methodology and timelines.

Acceptance

SCIK expects the applicants to submit their proposed methodology, with a clear timeframe that does not exceed 14 working days (including 1 day for the presentation of findings). The applicant must use both primary and secondary data collection sources. A list of relevant internal literature will be shared with the successful applicant, which must be included in the final report. The final report must cross-reference external literature as well as ensure data triangulation from primary sources to produce clear, concise and credible findings.

Payment information 

SCIK will remunerate the Consultant / Researcher on a daily gross fee, from which the income taxes and pension contribution will be withheld and paid according to the Kosovo Law. The terms of payment are in accordance with Save the Children International’s payment policy. All payments will be made through bank transfer within Kosovo. The Consultant / Researcher will invoice SCIK for the fee, in accordance with the delivery of tasks (see delivery timeframe above). SCIK will make the payment through bank transfer in Consultant’s / Researcher’s bank account within fourteen (14) working days upon receiving the Consultant’s / Researcher’s final approved draft of the deliverable and timesheet.
