Researcher for conducting the midterm review report for the “Action for Inclusive Education” project

 1.     BACKGROUND  

 Save the Children is the world's leading independent organization for children. We work in around 120 countries to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives.

 Save the Children in Kosova works on direct interventions and the establishment of good practices, capacity building of civil society and local duty bearers to respond to the needs of children. We also advocate for legislation and policies that will incorporate inclusive practices and have appropriate financial mechanisms to support systemic responses and therefore achieve long lasting positive changes for all children.

 The project “Action for Inclusive Education” aims to have girls and boys with disabilities enjoy their right to quality inclusive education, and demonstrate the skills, attitudes and knowledge they need to develop and thrive.

 2.     PURPOSE OF THE ASSIGNMENT

 Save the Children in Kosovo is commissioning a midterm review report, based on beneficiary surveys, for the “Action for Inclusive Education” project (a three-year project, 2018-2020).

 3.     OBJECTIVE OF THE ASSIGNMENT

 Save the Children in Kosovo is seeking the services of a researcher to write the project’s midterm review report, based on beneficiary surveys, in line with Save the Children in Kosovo’s evaluation report guidelines. The midterm review report and the accompanying beneficiary surveys must answer the following evaluation questions:

       Evaluation Question 1: How effective are newly hired inclusive support teachers in supporting school clusters to achieve inclusive education?

 Methodology: Researcher must design an electronic survey to capture answers to Evaluation Question 1. This survey must be administered to school management staff and support teachers in 21 schools (three schools per seven municipalities). In cases where an electronic survey cannot be administered, a paper-based version should be made available.

 

Evaluation Question 2: What is the awareness and commitment of communities and municipal authorities to providing inclusive education?

 Methodology: Researcher must design an electronic survey to capture answers to Evaluation Question 2. This survey must be administered to at least 25 community members (random sample) and at least seven representatives from Municipal Education Directorates (representative sample). In cases where an electronic survey cannot be administered, a paper-based version should be made available.

4.     TIMELINE

The midterm review report, and accompanying beneficiary questionnaires, must be disseminated, analysed and written during November 2019. All expected outputs must be submitted to Save the Children in Kosovo by December 6, 2019.

 5.     EXPECTED OUTPUTS

 The assignment’s expected outputs are outlined below:

1.     Midterm Review Report: The researcher must submit a midterm review report in English, based on the beneficiary surveys. A research report template will be shared by Save the Children in Kosovo.

2.     Two Beneficiary Surveys: The researcher must draft, administer and analyse the results of two beneficiary surveys, one for each Evaluation Question (see Section 3). 

 

6.     REMUNERATION

 Interested applicants must submit a detailed financial offer for this assignment, outlining proposed costs in Euro, gross amount, before any legal deductions.

 

7.     QUALIFICATIONS OF THE APPLICANT

 

Applicants interested in carrying out this duty must possess the following qualifications:

¾      Master’s degree in social sciences;

¾      Experience in qualitative and quantitative data collection and analyses methods;

¾      Proven experience in evaluation report writing (baseline, midline or end-line etc.);

¾      Extensive knowledge on the education system in Kosovo. Knowledge in inclusive education is an advantage.

¾      Excellent command of English and Albanian (written / spoken). Serbian would be an asset;
