Ukraine Protection Consortium Deputy Director

KEY AREAS OF ACCOUNTABILITY: 

  • Support the Consortium Director in UPC program management including coordination with consortium members to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries. 
  • Take the lead on overseeing integrated programming across sectors and across partners, as per BHA Sector Guidelines 
  • Support the Consortium Director to monitor partner progress against workplans and budgets, identify risks and work with partners to take corrective action, as needed to ensure quality program delivery. 
  • Oversee area based coordination meetings (East and South) with international and national UPC partners. 
  • Represent the Consortium at national forums and relevant government meetings. 
  • Facilitate information and compliance training sessions for national staff and partners 
  • Support the BHA Director in partner coordination and reporting, including project start up, close out, donor reporting and other tasks, as needed. 
  • Assist the Consortium Director in the development of the consortium strategic direction, programmatic tools and processes, program continuity planning, risk management and funding acquisition, as needed. 

Program Management  

  • Contribute to the design, planning and implementation of the UPC program. 
  • Collaborate with the BHA MEAL Coordinator to support information/communication activities, specifically, to support opportunities to profile UPC activities and impact, as well as information on needs, gaps and other issues as they arise from the implementation of activities. 
  • Escalate arising issues in program management, emerging needs and other challenges, as well as achievements to the Consortium Director to support partner engagement to solve problems, as well as leverage opportunities for advocacy, media and communication activities to profile the impact of the UPC. 
  • Provide technical guidance for all Consortium partners in relation to sector guidelines, finance and reporting compliance.  

Monitoring and Reporting 

  • Work with the BHA MEAL Coordinator to ensure robust monitoring, evaluation, accountability, and learning system is in place and utilized to support continuous improvement of the program, including services and impact for beneficiaries. 
  • Coordinate across UPC partners to collect and consolidate inputs for the donor monthly reports in coordination with the MEAL Manager, Consortium Director and SCUS team. 
  • Work with the Director to meet all major donor reporting requirements, including interim reports, annual reports, baseline and endline reports, assessments, evaluations, and final reports. 

Representation and Coordination 

  • Facilitate monthly partner check-in meetings to monitor progress, collectively problem solve and expedite communication. 
  • Actively participate in the Protection Working Group, MEAL Working Group and other technical working groups, as needed. 
  • Lead Consortium partner coordination at the local level, including field coordination in the East, Centre and South of Ukraine. 
  • Support the coordination and mobilization of partners in response to emerging issues and to activate the Rapid Response Mechanism (RRM) in a timely manner in response to evolving crises. 
  • Represent the Consortium in various external groups including BHA, governments, and coordination bodies, as needed. 
  • Work with the Consortium Director to acquire ministerial approvals and coordinate with local authorities, where required. 
  • Represent and/or Act for the Consortium Director in their absence, or as needed. 

QUALIFICATIONS AND EXPERIENCE 

Essential 

  • BA/BS or equivalent in international studies, economics or another relevant field; MA/S preferred. 
  • 3-5 years of international relief and development program management experience; previous experience in managing consortiums preferred 
  • Experience working with institutional donors  
  • A proven ability to deliver projects on time / on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance 
  • Demonstrated understanding of the program management cycle, program design and program evaluation.  
  • Professional proficiency in spoken and written English, with proven ability to effectively and accurately communicate with both technical and non-technical stakeholders and staff 
  • Demonstrated success in self-directed and results-driven initiatives with a strong focus on supporting others 
  • Proven success in handling multiple competing priorities and working well within tight timelines 
  • Proven ability to manage relationships and influence others without authority 
  • A proven ability to apply excellent analytical and problem solving skills, and to work collaboratively to deliver of effective solutions to project related issues.  
  • Highly developed organisational awareness and ability to understand any sensitivities within a complex multi-stakeholder structure; and think creatively and strategically to overcome obstacles to cooperation and progress 
  • Ability to work in matrix management and positively influence those in other teams. 
  • Excellent communication skills (written & oral English), including the ability to communicate and influence at all levels of the organisation 
  • Ability to work effectively in a diverse and multicultural team.  

Desirable 

  • Experience managing BHA Projects 
  • Experience managing large multi sector grants
