Empowering Communities: Understanding Legal Frameworks, Budgeting, and Collaboration

In a bid to foster community empowerment and participatory governance, Save the Children Kosova/o has conducted a comprehensive training initiative throughout the country. This initiative aims to enlighten participants on the Legal Framework and Responsible Institutions, Planning and Budgeting processes, and the pivotal role of Public Hearings with a focus on the involvement of the Center for Social Work (CSW) and Non-Governmental Organizations (NGOs).

Legal Framework and Responsible Institutions

The training delved into the intricate web of legal frameworks and the institutions responsible for shaping the socio-economic landscape. Understanding the legal underpinnings of community development is essential for active participation and informed decision-making. Participants gained insights into the legal mechanisms that guide and govern the planning and budgeting processes.

Planning and Budgeting

One of the core elements of the training is the clarification of the budget planning process. Communities learned how to navigate the complexities of financial planning, ensuring that their needs are accurately identified and adequately addressed. This knowledge empowers participants to actively contribute to the development and execution of budgets that reflect the priorities of their communities.

Public Hearings and the Role of CSW and NGOs

Public Hearings emerge as a critical place in the participatory governance model. The training underscored the importance of these hearings in providing a platform for community members to voice their concerns, aspirations, and expectations. The Center for Social Work (CSW) and Non-Governmental Organizations (NGOs) play a pivotal role in facilitating these discussions, ensuring that the community's diverse voices are heard and considered in the decision-making process.

The training further divided into thematic working groups, each focused on key aspects of community development:

Needs Identification

Participants learned effective methods for identifying and prioritizing the needs of their communities. By honing these skills, communities can articulate their requirements with clarity, enabling a more accurate and responsive planning process.

Budgeting Needs

Understanding the intricacies of budgeting needs is crucial for communities to advocate for resources that align with their priorities. The training equipped participants with the tools to articulate these needs effectively.

Cooperation with Responsible Actors

Successful community development hinges on collaboration with responsible actors. The training facilitated dialogue and cooperation between communities and relevant institutions, fostering an environment of mutual understanding and shared responsibility.

Save the Children Kosova/o's initiative to provide comprehensive training on legal frameworks, planning, and budgeting processes, coupled with an emphasis on public hearings and collaboration with the Center for Social Work (CSW) and NGOs, marks a significant step towards fostering participatory governance. This training, conducted nationwide as part of the EU project, empowers communities to actively engage in shaping their future and ensures that their voices resonate in the corridors of decision-making.
