Local Consultant/Research Company for Conducting Needs and Vulnerability Assessment for the "Empowerment of Kosovo Vulnerable Communities Through Better and Equal Access to the Labour Market" Project

       I.          Background on Save the Children

     II.          General information about the project

Through the project “Empowerment of Kosovo vulnerable communities through better and equal access to the labour market” funded by the Austrian Development Agency (ADA) with funds of Austrian Development Cooperation, Save the Children Kosova/o and its project partners aim to empower girls and boys from Roma, Ashkali and Egyptian communities with the knowledge, capacity, skills, and opportunities to transition into adulthood, as well as dignified, decent, and sustainable work. Spanning seven municipalities in Kosovo, the project employs a multi-tiered strategy involving interventions at the child and family, school, municipal, labour market, and national levels. The primary objectives include improving access to and retention in quality secondary education, providing vocational and life skills training, and promoting equal opportunities for dignified and sustainable work.

   III.          Objective

SCiK is seeking to engage one (1) local consultant/research company in conducting a needs and vulnerability assessment spanning seven (7) targeted municipalities. The needs assessment must identify the needs, underlying causes and challenges associated with school dropouts at lower and upper secondary education levels of Roma, Ashkali, and Egyptian girls and boys while incorporating a gender-sensitive analysis of factors contributing to drop-out rates. This process will facilitate the prioritization of interventions based on identified needs, ensuring efficient resource allocation. The needs assessment will serve as a baseline for the project, and its findings and recommendations will be shared with all relevant stakeholders. Following the needs assessment, the consultant/research company is expected to also conduct a vulnerability assessment, based on multi-dimensional poverty factors, and incorporating an intersectional gender lens targeting young girls and boys from Roma, Ashkali, and Egyptian communities. The vulnerability assessment will identify eligibility criteria for the target group’s participation in a conditional cash program and determine the optimal method for establishing the frequency and amount of conditional cash support, fostering a sustainable and impactful intervention.

Needs assessment should address the following key research questions:

-            What are the key barriers and enabling factors affecting the access of children from Roma, Ashkali, and Egyptian communities to both lower and upper secondary education?

-            What are the main obstacles and enabling factors influencing the regular attendance and successful completion of lower and upper secondary education for children from Roma, Ashkali, and Egyptian communities?

-            How do gender-specific factors play a role in influencing the access and retention of children from Roma, Ashkali, and Egyptian communities in lower and upper secondary education?

-            Are there additional specific factors that contribute to the challenges and opportunities for the access and retention of children from Roma, Ashkali, and Egyptian communities in lower and upper secondary education?

-            What potential risks should be considered when addressing the educational needs of children from Roma, Ashkali, and Egyptian communities?

Vulnerability assessment should address the following key research questions:

-            What are the multi-dimensional poverty factors affecting young girls and boys from Roma, Ashkali, and Egyptian communities?

-            How do gender-specific factors intersect with other dimensions of vulnerability?

-            What criteria should be established to identify the eligibility of young girls and boys from the target communities for participation in the conditional cash program?

    IV.          Methodology

The research methodology should encompass a mixed-method research approach, integrating both quantitative and qualitative data collection methods. This includes, but is not limited to, child consultations, focus group discussions (FDGs) with children and youth, and case studies. Furthermore, the methodology should encompass a comprehensive systemic analysis of the barriers and enabling factors affecting the access and retention of education for children from Roma, Ashkali, and Egyptian communities. This analysis should incorporate the perspectives of children and their socio-ecological environment, spanning family, school, community, and policy levels. All data collection is to be carried out using SCiK’s KoBo platform.

The involvement of all individuals in the research must comply with SC's Ethics & Evidence Generation Policy and Accountability Procedures, particularly the Participation Policies. Selected candidates will undergo induction in the Safeguarding, Ethics & Evidence Generation Policy and Participation Policies of Save the Children in Kosova/o.

       V.               Experience and skill set required

The local consultant/research company should possess the following qualifications and attributes:

• Thorough understanding of the Kosovo education system and challenges faced by Roma, Ashkali, and Egyptian communities in accessing lower and upper secondary education;
• A postgraduate (master’s) degree in education, social sciences, development studies, gender and/or interdisciplinary studies, a PhD degree would be considered an asset;
• Demonstrated experience (at least 5 years) in conducting educational research, with a focus on designing and conducting assessments of similar complexity within the context of vulnerable communities.
• Demonstrated experience in qualitative and quantitative methods of data collection, and analysis, including mixed-method research methodology.
• Strong analytical skills and ability to produce high-quality reports and communicate findings to a wide range of stakeholders in a reader-friendly format.
  • Excellent written and verbal communication skills in English and Albanian. Knowledge of Serbian would be considered an asset.

    VI.          Timeline and Deliverables

The assignment is to be carried out from January 2024-March 2024 for a total of 32 working days. The assignment is considered final once any comments by SCiK are addressed by the applicant. The final report must be submitted to SCiK no later than 5 days after the completion of the assignment. The assignment is considered final once all comments by SCiK are addressed by the applicant.

SCiK expects the completion of the following deliverables within the previously established timeline:

• Inception report outlining the research design, description of the methodology, data sources, draft data collection tools and sampling considerations, to be developed in consultation with SCiK;
• Draft report, with an analysis of both assessment findings, including opportunities, challenges, strengths, and priorities for intervention;
• Compilation and submission of the final assessment reports to SCiK, after integrating all feedback and addressing any comments.

The selected local researcher/research company should maintain ongoing communication with representatives of SCiK during the entire assessment period.

  VII.          Payment information 

SCiK will remunerate the consultant/research company on a daily gross fee from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law) or in an amount free of VAT in the case of the company. SCiK will make the payment through bank transfer in the researcher’s or company’s bank account upon completion and approval of the assignment and submission of the completed timesheet/invoice.

Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period. The fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.

1. Child Safeguarding Policy

As a condition for entering into a consultancy agreement, the consultant/research company must sign the Save the Children International Child Safeguarding Policy, abide by the terms and conditions thereof, and comply with the Austrian Development Agency's Code of Conduct.

    IX.          How to apply

1. Informacione të përgjithshme rreth projektit

Përmes projektit “Fuqizimi i komuniteteve të cenueshme të Kosovës përmes qasjes më të mirë dhe të barabartë në tregun e punës” financuar nga Agjencia Austriake për Zhvillim (ADA) me fondet e Bashkëpunimit Austriak për Zhvillim, Save the Children Kosova/o (SCiK) dhe partnerët e saj të projektit synojnë të mbështesin vajzat dhe djemtë nga komunitetet rom, ashkali dhe egjiptian me njohuri, kapacitete, aftësi dhe mundësi për tranzicion në moshën madhore, si dhe me punë dinjitoze, të denjë dhe të qëndrueshme. Në shtatë komuna të Kosovës, projekti përdor një strategji me shumë nivele që përfshin ndërhyrje në nivelin e fëmijës dhe familjes, shkollës, komunës, tregut të punës dhe në nivel kombëtar. Objektivat kryesore përfshijnë përmirësimin e qasjes dhe mbajtjen në arsimin e mesëm cilësor, ofrimin e trajnimeve profesionale dhe të aftësive për jetë dhe promovimin e mundësive të barabarta për punë dinjitoze dhe të qëndrueshme.

     II.          Objektivi

SCiK po kërkon të angazhojë një (1) konsulent lokal/kompani hulumtuese lokale për kryerjen e një vlerësimi të nevojave dhe cenueshmërisë që përfshin shtatë (7) komuna të synuara. Vlerësimi i nevojave duhet të identifikojë nevojat, shkaqet themelore dhe sfidat që lidhen me braktisjen e shkollës në nivelet e arsimit të mesëm të ulët dhe të lartë të vajzave dhe djemve romë, ashkali dhe egjiptianë duke përfshirë një analizë me bazë gjinore të faktorëve që kontribuojnë në shkallën e braktisjes. Ky proces do të lehtësojë prioritizimin e ndërhyrjeve bazuar në nevojat e identifikuara, duke siguruar shpërndarje efikase të burimeve. Vlerësimi i nevojave do të shërbejë si bazë për projektin dhe gjetjet dhe rekomandimet e tij do të ndahen me të gjithë akterët përkatës. Pas vlerësimit të nevojave, konsulenti/kompania hulumtuese pritet të kryejë gjithashtu një vlerësim të cenueshmërisë, bazuar në faktorët shumëdimensional të varfërisë, duke përdorur një perspektivë ndërsektoriale gjinore që shënjestron vajzat dhe djemtë e rinj nga komunitetet rom, ashkali dhe egjiptiane. Vlerësimi i cenueshmërisë do të identifikojë kriteret e përshtatshmërisë për pjesëmarrjen e grupit të synuar në një program të dhënies së parave të gatshme me kushtëzime dhe do të përcaktojë metodën optimale për përcaktimin e shpeshtësisë dhe shumës së mbështetjes me para të gatshme me kushtëzim, duke nxitur një ndërhyrje të qëndrueshme dhe me ndikim optimal.

Vlerësimi i nevojave duhet të adresojë pyetjet kryesore të studimit si në vijim:

-            Cilat janë barrierat kryesore dhe faktorët mundësues që ndikojnë në qasjen e fëmijëve nga komunitetet rom, ashkali dhe egjiptian në arsimin e mesëm të ulët dhe atë të lartë?

-            Cilat janë pengesat kryesore dhe faktorët mundësues që ndikojnë në vijimin e rregullt dhe përfundimin e suksesshëm të arsimit të mesëm të ulët dhe të mesëm për fëmijët nga komunitetet rom, ashkali dhe egjiptian?

-            Si luajnë një rol faktorët specifikë gjinor në qasjen dhe mbajtjen e fëmijëve nga komunitetet rom, ashkali dhe egjiptian në arsimin e mesëm të ulët dhe të lartë?

-            A ka faktorë specifikë shtesë që kontribuojnë në sfidat dhe mundësitë për qasjen dhe mbajtjen e fëmijëve nga komunitetet rom, ashkali dhe egjiptian në arsimin e mesëm të ulët dhe të lartë?

-            Cilat rreziqe të mundshme duhet të merren parasysh kur adresohen nevojat arsimore të fëmijëve nga komunitetet rom, ashkali dhe egjiptian?

Vlerësimi i cenueshmërisë duhet të adresojë pyetjet kryesore të kërkimit në vijim:

-            Cilët janë faktorët shumëdimensional të varfërisë që prekin vajzat dhe djemtë e rinj nga komunitetet rom, ashkali dhe egjiptian?

-            Si ndërthuren faktorët specifikë gjinor me dimensionet e tjera të cenueshmërisë?

-            Cilat kritere duhet të vendosen për të identifikuar përshtatshmërinë e vajzave dhe djemve të rinj nga komunitetet e synuara për pjesëmarrje në programin e kushtëzuar të parave të gatshme?

   III.          Metodologjia

Metodologjia e kërkimit duhet të përfshijë një qasje hulumtuese me metodë të përzier, duke integruar metodat sasiore dhe cilësore të mbledhjes së të dhënave. Kjo përfshin, por nuk kufizohet në, konsultimet e fëmijëve, diskutimet në grupe të fokusit (DGF) me fëmijët dhe të rinjtë dhe rastet studimore. Për më tepër, metodologjia duhet të përfshijë një analizë sistematike gjithëpërfshirëse të barrierave dhe faktorëve mundësues që ndikojnë në qasjen dhe ruajtjen e arsimimit për fëmijët nga komunitetet rom, ashkali dhe egjiptian. Kjo analizë duhet të përfshijë perspektivat e fëmijëve dhe mjedisin e tyre socio-ekologjik, duke përfshirë nivelin e familjes, shkollës, komunitetit dhe politikave. E gjithë mbledhja e të dhënave duhet të kryhet duke përdorur platformën KoBo të SCiK.

Përfshirja e të gjithë individëve në hulumtim duhet të jetë në përputhje me Politikën e SC mbi Etikën & Gjenerimin e Provave dhe me Provedurat e Llogaridhënies, veçanërisht me Politikat e Pjesëmarrjes. Kandidatët e përzgjedhur do t'i nënshtrohen informimit për Politikat e Mbrojtjes, Etikës & Gjenerimit të Dëshmive dhe Politikat e Pjesëmarrjes së Save the Children në Kosovë/o.

    IV.               IV.        Përvoja dhe aftësitë e nevojshme

Kompania konsulente/kërkimore lokale duhet të zotërojë kualifikimet dhe atributet e mëposhtme:

• Njohuri të thella të sistemit arsimor të Kosovës, veçanërisht mbi sfidat me të cilat përballen komunitetet rom, ashkali dhe egjiptian në qasjen në arsimin e mesëm të ulët dhe të mesëm;
• Diplomë pasuniversitare (master) në arsim, shkenca sociale, studime zhvillimore, studime gjinore dhe/ose ndërdisiplinore, diploma PhD do të konsiderohej si përparësi;
• Përvojë e demonstruar (të paktën 5 vjet) në kryerjen e hulumtimeve në arsim, me fokus në hartimin dhe kryerjen e vlerësimeve të kompleksitetit të ngjashëm brenda kontekstit të komuniteteve të cenueshme.
• Përvojë e demonstruar në metodat cilësore dhe sasiore të mbledhjes dhe analizës së të dhënave, duke përfshirë metodologjinë hulumtuese me metodë të përzier.
• Aftësi dhe shkathtësi të forta analitike për të prodhuar raporte me cilësi të lartë dhe për të komunikuar gjetjet me një gamë të gjerë akterësh në një format të përshtatshëm për lexuesin.
  • Aftësi të shkëlqyera komunikimi me shkrim dhe verbale në anglisht dhe shqip. Njohja e gjuhës serbe do të konsiderohej si përparësi.

     V.          Afati kohor dhe produktet

Puna do të kryhet nga janari 2024 deri në mars 2024 për gjithsej 32 ditë pune. Detyra konsiderohet e përfunduar pasi çdo koment nga SCiK të adresohet nga aplikanti. Raporti përfundimtar duhet të dorëzohet në SCiK jo më vonë se 5 ditë pas përfundimit të detyrës. Detyra konsiderohet e përfunduar pasi të gjitha komentet nga SCiK të adresohen nga aplikanti.

SCiK pret përfundimin e rezultateve të mëposhtme brenda afatit kohor të përcaktuar më parë:

• Raporti fillestar që pasqyron dizajnin e hulumtimit, përshkrimin e metodologjisë, burimet e të dhënave, draft mjetet e mbledhjes së të dhënave dhe mostrës, që do të zhvillohen në konsultim me SCiK;
• Hartimi i raportit, me një analizë të të dyja gjetjeve të vlerësimit, duke përfshirë mundësitë, sfidat, pikat e forta dhe prioritetet për ndërhyrje;
• Përpilimi dhe dorëzimi i raporteve përfundimtare të vlerësimit në SCiK, pas integrimit të të gjitha komenteve dhe adresimit të çdo komenti.

Hulumtuesi/kompania e përzgjedhur lokale hulumtuese duhet të mbajë komunikim të vazhdueshëm me përfaqësuesit e SCiK-ut gjatë gjithë periudhës së vlerësimit.

    VI.          Informata rreth pageses

SCiK do ta kompensojë hulumtuesin/kompaninë hulumtuese me një tarifë bruto ditore (nga e cila do të ndalen dhe paguhen tatimi mbi të ardhurat dhe kontributi pensional, bazuar në Ligjin e Kosovës) ose në një shumë pa TVSH në rastin e kompanisë. SCiK do të bëjë pagesën nëpërmjet transfertës bankare në llogarinë bankare të studiuesit ose kompanisë pas përfundimit dhe miratimit të caktimit dhe dorëzimit të evidences së punës/faturës.

Pagesa do të bëhet vetëm pas pranimit të një faturë të vlefshme të shoqëruar me evidencën e punës për periudhën përkatëse. Tarifat përfshijnë të gjitha kostot, shpenzimet e përgjithshme dhe shpenzimet tjera, duke përfshirë udhëtimin dhe akomodimin.

  VII.          Politika e mbrojtjes së fëmijëve

Si kusht për lidhjen e një marrëveshjeje konsulence, konsulenti/kompania hulumtuese duhet të nënshkruajë Politikën për Mbrojtje të Fëmijëve të Save the Children International, të respektojë termat dhe kushtet e saj dhe të pajtohet me Kodin e Sjelljes të Agjencisë Austriake për Zhvillim.
