Terms of Reference

Local Expert/Company for Conducting an assessment to understand needs of mothers of beneficiary children of SCiK existing community based ECCD centres.

      II.            General information about the project

Through the project “Enhancing well-being of children and youth with disabilities through improved social inclusion in Kosovo” funded by the Swedish International Development Cooperation Agency – SIDA represented by Embassy of Sweden in Prishtina, Save the Children Kosova/o is working to enhance the social inclusion of children, especially those with disabilities, and parents/caregivers in Kosovo through improved basic services, active involvement in child rights and biodiversity protection.

Among others, the project is supporting mothers of children beneficiaries of existing Early Childhood Care and Development (ECCD) centres in 10 municipalities of Kosovo.

    III.            Objective

SCiK is seeking to engage one (1) local expert/company in conducting a needs assessment spanning ten (10) targeted municipalities. The needs assessment must identify the needs, underlying causes and challenges of mothers including a capture of circumstances on why mothers of children beneficiaries of existing ECCD centres are not able to access labour market and gain independence.

Needs assessment should address the following key research questions:

-          What are the key barriers and enabling factors affecting the access of mother to employment opportunities?

-          What are the socio-economic factors contributing to the limited access of mothers to employment opportunities?

-          What are the existing skills and educational backgrounds of mothers within the community?

-          What are the areas require enhancement and/or training?

-          What specific life skills mothers have that could be enhanced through employment and vocational training?

-          What are the perceived challenges and opportunities for mothers in accessing vocational trainings?

-          How do access to transportation, childcare, and other support services affect mothers’ abilities to pursue employment and vocational training?

-          What are the aspiration and career goals of mothers within the community?

-          How do mothers perceive their roles in contributing to their children’s education and prospects and how does this affect their career choices?

    IV.            Methodology

The research methodology should encompass a mixed-method research approach, integrating both quantitative and qualitative data collection methods. This includes, but is not limited to, focus group discussions (FDGs) with mothers, interviews, and case studies. Furthermore, the methodology should encompass a comprehensive systemic analysis of the barriers and enabling factors affecting the access training opportunities. All data collection is to be carried out using SCiK’s KoBo platform.

The involvement of all individuals in the research must comply with SC's Ethics & Evidence Generation Policy and Accountability Procedures, particularly the Participation Policies. Selected candidates will undergo induction in the Safeguarding, Ethics & Evidence Generation Policy and Participation Policies of Save the Children Kosova/o.

      V.            Experience and skill set required

The local expert/company should possess the following qualifications and attributes:

• Demonstrated experience (at least 3 years) in conducting research, with a focus on designing and conducting needs assessments of similar complexity within our context.
• A postgraduate (master’s) degree in education, social sciences, development studies, gender and/or interdisciplinary studies, a PhD degree would be considered an asset.
• Demonstrated experience in qualitative and quantitative methods of data collection, and analysis, including mixed-method research methodology.
• Strong analytical skills and ability to produce high-quality reports and communicate findings to a wide range of stakeholders in a reader-friendly format.
  • Excellent written and verbal communication skills in English and Albanian. Knowledge of Serbian would be considered an asset.
  • Knowledge on the usage of KoBo platform and/or similar platforms would be considered high advantage.

    VI.            Timeline and Deliverables

The assignment is to be carried out from 1 May 2024 until 10^th June 2024 for a total of 25 working days. The assignment is considered final once any comments by SCiK are addressed by the applicant. The final report must be submitted to SCiK no later than 5 days after the completion of the assignment. The assignment is considered final once all comments by SCiK are addressed by the applicant.

SCiK expects the completion of the following deliverables within the previously established timeline:

• Inception report outlining the research design, description of the methodology, data sources, draft data collection tools and sampling methods, to be developed in consultation with SCiK.
• Draft report, with an analysis of both assessment findings, including opportunities, challenges, strengths, and priorities for intervention.
• Compilation and submission of the final assessment reports to SCiK, after integrating all feedback and addressing any comments.

The selected local expert/company should maintain ongoing communication with representatives of SCiK during the entire assessment period.

  VII.            Payment information 

SCiK will remunerate the consultant/research company on a daily gross fee from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law) or in an amount free of VAT in the case of the company. SCiK will make the payment through bank transfer in the researcher’s or company’s bank account upon completion and approval of the assignment and submission of the completed timesheet/invoice.

Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period. The fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.

1. Child Safeguarding Policy

As a condition for entering into a consultancy agreement, the consultant/research company must sign the Save the Children International Child Safeguarding Policy, abide by the terms and conditions thereof, and comply with the Austrian Development Agency's Code of Conduct.

    IX.            How to apply

      II.            Informata të përgjithshme për projektin

Përmes projektit ‘Avancimi i Mirëqenies së fëmijëve dhe të rinjëve me aftësi të kufizuara përmes përmirësimit të përfshirjes sociale në Kosovë’ mbështetur nga SIDA përfaqësuar nga Ambasada e Suedisë në Prishtinë, Save the Children Kosova/o (SCiK) është duke punuar në avancimin e gjithëpërfshirëse sociale për fëmijë, veçanërisht ata me aftësi të kufizuara dhe prindërit/kujdestarët e tyre në Kosovë, përmes përmirësimit të shërbimeve bazike, përfshirje aktive në të drejtat e fëmijëve dhe mbrojtjen e diversitetit.

Ndër tjera, projekti do mbështetë nënat e fëmijëve përfitues të Qendrave ekzistuese të Kujdesit dhe Zhvillimit në Fëmijërinë e Hershme, të themeluara nga SCiK në 10 komuna të Kosovës.

    III.            Objektiva

SCiK është duke kërkuar një ekspert/kompani vendore për të realizuar një vlerësim të nevojave të nënave në 10 komunat e targetuara. Vlerësimi duhet të identifikoj nevojat, theksoj sfidat dhe shkaktarët e tyre te nënat, përfshirë edhe një pasqyrim të rrethanave në të cilat nënat e fëmijëve nuk kanë qasje në tregun e punës dhe pavarësim.

Vlerësimi I nevojave duhet të adresoj pyetjet hulumtuese më poshtë:

-          Cilat janë barrierat dhe faktorët që afektojnë qasjen e nënave në mundësitë e punësimit?

-          Cilët janë faktorët socio-ekonomik që kontribuojnë në limitimin e qasjes së nënave në mundësitë e punësimit?

-          Cilat janë shkathtësitë ekzistuese dhe edukimi i nënave?

-          Cilat janë fushat në të cilat kërkohet avancim i njohurive?

-          Çfarë shkathtësi specifike për jetesë nënat kanë e të cilat mundë të avancohen përmes aftësimit dhe ri-aftësimit profesional?

-          Cilat janë sfidat e perceptuara dhe mundësitë për nënat në qasjen e trajnimeve për aftësim dhe ri-aftësim?

-          Cila është qasja në transport, kujdes të fëmijës dhe shërbime të tjera mbështetëse të cilat afektojnë mundësinë e tyre për trajnime për punësim?

-          Cilat janë aspiratat dhe qëllimet e tyre për karrierë?

-          Si e perceptojnë nënat rolin e tyre në kontribuimin e edukimit të fëmijës dhe të ardhmes së tyre (fëmijës) dhe si kjo afekton zgjidhjet në karrierë?

    IV.            Metodologjia

Metodologjia hulumtuese duhet të jetë e dizajnuar me bazë në metodën miks, duke përfshirë mbledhjen e të dhënave kuantitative dhe kualitative. Kjo përfshin, por nuk limitohet, Grupe të Fokusit me nënat, intervista dhe raste studimi. Për më tepër metodologjia duhet të reflektoj një analizë përmbledhëse të barrierave dhe faktorëve mundësues në mundësitë e trajnimeve dhe punësimit. i gjithë procesi I mbledhjes së të dhënave duhet bërë përmes platformës së SCiK KoBo.

Përfshirja e personave në proces duhet të jetë në linjë me Politikën e Save the Children për Etikë dhe Gjenerim të Evidencave si dhe Procedurat e Llogaridhënies. Kandidatët e përzgjedhur duhet t’iu nënshtrohen trajnimit hyrës për Mbrojtjen e Fëmijës, Etikën dhe Pjesëmarrjen të ofruara nga SCiK..

      V.            Përvoja dhe shkathtësitë e kërkuara

Eksperti/Kompania vendore duhet të të posedoj kualifikimet me poshtë:

• Demonstroj përvojë (të paktën 3 vjeçare) në realizimin e hulumtimeve me fokus në dizajnimin dhe zhvillimin e analizimit të nevojave me kompleksitet të ngjashëm në kontekstin tonë.
• Diplomë universitare (Master) në fushën e edukimit, shkencave sociale, studime gjinore apo zhvillimore, PhD do konsiderohen vlerë e shtuar.
• Përvojë të dëshmuar në metoda kualitative dhe kuantitative të mbledhjes së të dhënave përfshirë metodologji mikes të hulumtimit.
• Shkathtësi të prodhoj raporte me kualitet të lartë dhe komunikoj të gjeturat tek audience me prapavijë të ndryshme,
• Shkathtësi të shkëlqyeshme në gjuhëz Angleze dhe Shqipe. Njohuri të gjuhës Serbe do konsiderohen vlerë e shtuar.
• Njohuri të përdorimit të platformës KoBo dhe/apo platformave të ngjashme do konsiderohet një avantazh i lartë.

    VI.            Afati kohorë dhe rezultatet

Angazhimi planifikohet të ndodhë përgjatë 1 maj 2024 deri me 10 qershor 2024 me 25 ditë pune në total. Angazhimi do konsiderohet përfundimtarë atëherë kur çdo koment/sugjerim nga SCiK është adresuar. Raporti final duhet të dorëzohet tek SCiK jo më vonë se 5 ditë nga përfundimi i angazhimit.

SCiK pret kompletimin e rezultateve më poshtë:

• Raport konciz për dizajnin hulumtues, përshkrimin e metodologjisë, burimet, mjetet për mbledhjen e të dhënave (të zhvilluara në konsultim me SCiK)
• Draft raport, me analizën e të gjeturave – përfshirë mundësitë, sfidat, anët e forta dhe prioritetet për intervenim.
• Kompletimi dhe dorëzimi i vlerësimit final tek SCiK pas inkorporomi të të gjitha sugjerimeve dhe komenteve.

Individi/Kompania e përzgjedhur duhet të ketë komunikim të vazhdueshëm me përfaqësuesit e SCiK përgjatë gjithë angazhimit.

  VII.            Informata për Pagesën

SCiK do ta kompensojë fasilituesin me një tarifë bruto ditore (nga e cila do të ndalen dhe paguhen taksat mbi të ardhurat, bazuar në Ligjin e Kosovës) ose/dhe në një shumë pa TVSH në rastin e Kompanisë. Save the Children Kosova/o do ta bëjë pagesën përmes transferit bankar në llogarinë bankare pas përfundimit dhe miratimit të detyrës dhe dorëzimit të evidencës së punës/faturës së plotësuar.

•             100% e kostos totale do të paguhet brenda 15 ditëve nga përfundimi i suksesshëm i dërgesave të caktuara

Ndonjëherë natyra e shërbimeve të kërkuara kërkon që Furnizuesit të paguhen me një tarifë ditore/orë. Evidencat e punës kërkohen për të gjithë ofruesit e shërbimeve me një tarifë ditore/orëshe, p.sh

Pagesa do të bëhet në bazë të tarifës ditore të kontraktuar dhe vetëm për shërbimet e kontraktuara. Evidenca e punës duke përdorur shabllonin e dhënë duhet të dorëzohet çdo muaj gjatë angazhimit. Pagesa do të bëhet vetëm pas pranimit të një fature të vlefshme të shoqëruar me evidencën e punës për periudhën përkatëse.

1. Politika për Mbrojtjen e Fëmijës

Si kusht për lidhjen e një marrëveshjeje konsulence, Kompania/individi(ët) duhet të nënshkruajnë Politikën Ndërkombëtare të Mbrojtjes së Fëmijëve të Save the Children dhe t’i respektojnë termat dhe kushtet e saj.
